Not everyone wants to get a car initially and hence won't be getting a driver's license too.

But you still need an Id using which you can travel within the US without a passport.

In California, there are 2 options:

  1. State ID
  2. Driver Licence

and one of them can be a Real Id. meaning you can use that to do domestic travel on flights.

You can apply for an Id here -> dmv.ca.gov/portal/driver-licenses-identific.. and can ask for it to be a Real id.

After you apply,

  1. You should select a date for an appointment.
  2. Carry the required proofs.
  3. You may need to pay around 30$.
  4. Id will be sent to your address in 2 or 3 weeks' time
